On September 17, 2010 at approximately 10:38pm, Lincoln County Sheriff's Sergeant Adam Shanks was dispatched to a domestic disturbance at a residence on N. Echo Mountain Road in Otis, Oregon. An adult female at the location reported her husband, 32 year old Stephen Dennis Rash of Otis, punched her in the stomach during an altercation at their residence. Investigation revealed a second altercation had occurred between Rash and his wife earlier in the day during which Rash grabbed her by the neck, restricting her ability to breathe.
Rash was taken into custody at the scene and transported and lodged in the Lincoln County Jail on one count of Strangulation. His bail was set at $15,000.00. The female did not require medical treatment following the incident. The Oregon State Police assisted with the investigation.
