Summary:

At about 9:20am on March 22, 2010, the Lincoln County Sheriff's Office responded to a residence on South Schooner Creek Road on a reported barricaded subject who was possibly holding his room mate hostage. Troopers from the Oregon State Police, along with detectives and a lieutenant from the Lincoln City Police department responded to assist. A section of South Schooner Creek Road was closed and a perimeter was set around the residence during the incident. The Oregon State Police SWAT team was placed on standby, and several attempts to contact the people inside the house were made by the Sheriff's Office.

At 12:03pm, one of the occupants, Richard Cox, 53 years of age, exited the house and was detained by detectives from the Lincoln City Police Department who were securing part of the perimeter. Cox stated that he and his room mate, Nicholas Rose 28, had been in an argument and Rose had slammed his hand in a door, causing injury. Cox also said Rose had struck him with a police type collapsable baton, injuring his other hand. Cox confirmed there were firearms in the residence and said Rose was acting strange and appeared to be under the influence of some kind of drug.

A short time later Rose exited the residence, but refused verbal commands to walk to the perimeter. After a brief verbal exchange, Rose ran back into the residence. At about 1:00pm, Rose came out of the house and was confronted by deputies and troopers and taken into custody. Rose and Cox consented to a search of the residence for other subjects and evidence. No one else was found inside the house, but a loaded rifle was seized from Rose's living area. Cox was released at the scene and Rose was transported to the Lincoln County Jail and lodged on charges of Assault II, Interfering with a 911 call, and Criminal Mischief II. He is being held on $155,000 bail.
