Summary:

On November 21, 2009, at 8:00 PM, Deputy Boys with the Lincoln County Sheriff's Office was dispatched to contact a citizen regarding a hit and run report. The victim reported her vehicle was on Hidden Valley Road and struck by a red Dodge Neon. The operator of the Neon left the area quickly without exchanging information. The victim also reported that later she located the suspect vehicle in a parking lot in Toledo. The victim gave authorities the location of the vehicle and its license plate. A license check revealed it was a stolen vehicle from Newport. Deputy Boys learned the name of a possible suspect, a juvenile.

Deputy Boys, while assisted by officers with the Oregon State Police and the Toledo Police Department, located the juvenile suspect in an apartment at 711 NW "A" Street, in Toledo. The suspect made statements indicating he had taken the car and was involved in a crash earlier on Hidden Valley Rd. The juvenile was taken into custody and transported to the Lincoln County Juvenile Detention facility. The juvenile was charged with Fail to perform the duties of a driver (hit and run) and Unauthorized use of a motor vehicle.

Law enforcement officers also found evidence of methamphetamine use while in the apartment. Brandon J. Manning (19) of Toledo, the renter of the apartment, was contacted. Manning was subsequently placed under arrest and transported to the Lincoln County Jail. He was charged with Unlawful Possession of Methamphetamine and lodged with a $50,000 security bail.
