Summary:
On September 27th 2009 at 3:00 am, deputies with the Lincoln County Sheriff's Office responded to a report of a disturbance in the 400 block of NE Williams Ave in Depoe Bay. The complainant reported seeing a man yelling and forcing a woman into a residence at this location.
Deputies arrived at the house and observed Randy Dean Manns, age 41 of Depoe Bay, detaining a woman in his garage against her will. Manns was smoking methamphetamine from a glass pipe and yelling at the woman.
Deputies attempted contact. Manns answered the door with a hatchet. Deputies announced themselves and Manns retreated inside closing the door behind him. Deputies immediately forced entry to the house and took Manns into custody without incident. The investigation revealed that Manns had been in a previous relationship with the victim. The victim was visiting another friend in the neighborhood and walking near Manns' home when Manns contacted her and physically forced her into his garage where he verbally intimidated her from leaving. The victim did not sustain any injuries from this incident, but did have minor injuries caused by Manns from a previously incident.
Deputies also investigated the previous assault. The investigation revealed that on September 22nd, 2009, while the victim was moving her things out of the residence she shared with Manns , Manns physically pushed her to the floor by her arms causing minor injury to her.
Manns was lodged at the Lincoln County Jail on charges of KIDNAPPING II; COERCION; POSSESSION OF METHAMPHETAMINE; ASSAULT IV and HARASSMENT WITH A TOTAL BAIL OF $250,000.
