Summary:

On August 29, 2009 at about 4pm, Lincoln County Sheriff’s Deputy Eric Sorby, with the assistance of both the Toledo and Newport Police Departments, executed a drug search warrant at 261 NE 1st Street in Toledo, Oregon.

Deputy Sorby arrested one of the tenants, 58 year old Richard W. Dye of Toledo, after an investigation regarding illegal activity involving Heroin. During the search of the residence, Deputy Sorby discovered evidence of Heroin use and packaging materials used for distribution.

Deputy Sorby also located prescription pill bottles that contained a variety of pills not prescribed on the bottles, and, in some cases, bottles prescribed to different individuals.

Deputy Sorby arrested a second tenant, 46 year old Sanford Scott Collins, at the residence as well. Deputy Sorby found evidence of Heroin use in Collins’ possession. Collins’ girlfriend, 46 year old Rhonda D Pederson of Toledo, was also at the residence when the warrant was executed. Pederson was cited and released at the scene for Frequenting a Drug House.

During the execution of the warrant Joshua Robert Kay, 28, of Newport arrived at the residence in an attempt to purchase Heroin. Kay was cited and released for Frequenting a Drug House.

Dye was transported to the Lincoln County Jail where he was lodged on Unlawful Possession of Heroin, Unlawful Manufacture of Heroin, Frequenting a Drug House, and Tampering with Drug Records. Dye’s bail was set at $265,000.00.

Collins was transported to the Lincoln County Jail where he was lodged on Unlawful Possession of Heroin, Unlawful Delivery of a Schedule II Controlled Substance, and Frequenting a Drug House. Collins’ bail was set at $115,000.00.
