On April 10, 2009 at about 11:40 pm, Lincoln County Sheriff's Deputy Cliff Sites initiated a traffic stop on a blue Toyota 4Runner for speeding near mile post 1 on Highway 34, east of Waldport.
During contact with the driver, Stephen A. Mullins, 50, of Waldport, Deputy Sites noted signs of impairment. Mullins was offered field sobriety tests which he failed. He was then taken into custody. The passenger in the vehicle was transported home to his residence.
Mullins was taken to the Lincoln County Jail where he provided a breath sample of 0.18 %. Mullins was subsquently lodged in the jail on one count each of Driving under the influence of intoxicants and Reckless driving. His bail was set at $30,000.
