Summary:
On March 23, 2009 Lincoln County Sheriff's Office deputies were dispatched to a two-vehicle traffic crash on Bayview Rd. near Highland Circle in Waldport. Sr. Deputy Cummings contacted the driver of one of the vehicles involved in the crash and observed signs of impairment. Sr. Deputy Cummings conducted a DUII Investigation and arrested a 17-year-old female for Driving While Under the Influence of Intoxicants. The 17-year-old was transported to Samaritan Pacific Community Hospital for injuries she sustained in the traffic crash where she received medical care and was cited and released to her parents. The 17 year old was also arrested for Reckless Driving, Minor in Possession of Alcohol and she received a traffic citation for Driving without an Operator's License.
During the follow up investigation of the traffic crash, Sr. Deputy Cummings contacted the registered owner of the vehicle, identified as 18 year old Kaisea M. McElroy of Waldport, Oregon. Ms. McElroy filed a police report stating the 17-year-old female driver of the vehicle had taken the car without permission prior to wrecking it. Further investigation lead to the arrest of Ms. McElroy for Initiating a False Police Report regarding the theft of her vehicle, Furnished Alcohol to a Minor x 2, Reckless Endangering Another and Unlawful Delivery of a Controlled Substance.
Further investigation on March 26, 2009 by Sr. Deputy Cummings revealed that the juvenile driver he arrested for DUII as a result of the traffic crash on March 22, 2009, had purchased and/or received a Controlled Substance with two of her friends prior to the traffic crash. The person who supplied the drugs was identified as Robin C. Carel, age 41 of Newport, Oregon. Carel was arrested on two counts of Unlawful Delivery of a Controlled Substance to a Minor, Unlawful Delivery of a Controlled Substance (Schedule II Drug) and three counts of Reckless Endangering Another. Ms. Carel was lodged at the Lincoln County Jail and her bail was set at $445,000.00.
On April 2nd, 2009, the investigation lead to the discovery of the person who supplied the drugs that Robin Carel furnished to the juvenile invloved in the crash and the juvneile's friends. Theresa L. Driscoll, age 33 of Otis, Oregon was arrested for three counts of Unlawful Delivery of a Scheduled II Controlled Substance, Unlawful Delivery of a Controlled Substance to a Minor and Initiating a False Police Report. Mrs. Driscoll was lodged at the Lincoln County Jail and her bail was set at $465,000.00.
