On 02/24/09 Animal Services Deputy Lemoine received a complaint of a neglected horse at a boarding facility in Tidewater. Deputy Lemoine responded to the facility and noticed the horse was extremely thin. The horses spine, withers and hip bones were clearly showing. Upon further investigation Deputy Lemoine was able to locate the owner of the horse William R. Hunt of Elk City. Hunt was cited and released for Animal Neglect in the first degree.
