Summary:
On December 1st, 2008 at approximatley 1:15 AM, Lincoln County Sheriff's Deputy Derek Etheridge conducted a traffic stop on a black Toyota 4-Runner for a minor traffic violation. After an investigation, Carl Wayne Windom, 25 of Siletz, was found to have an outstanding warrant for Rape in the First Degree, Sexual Abuse in the First Degree, and Failure to Register as a Sex Offender. Windom was taken into custody with the help of Newport Police Officers and transported to the Lincoln County Jail where he was lodged. His bail was set at $500,000.
