Summary:
On October 11, 2008 at approximately 12:30am, Lincoln County Sheriff's Deputies Ken Kippley, Ryan McPartlin, and Chris Miller conducted a routine compliance check of rules governing establishments licensed to sell alcohol. While conducting a check at the Wing Wa Restaurant and Lounge in Depoe Bay, Deputy Kippley had contact with a female patron who appeared to be under the age of 21. During investigation the female initially provided Deputy Kippley with a false name and birth date but was later identified as 20 year old Sarah Elizabeth Sparks-Dodrill of Depoe Bay. Sparks-Dodrill was in possession of an alcoholic beverage and was cited for Minor in Possesion of Alcohol. This investigation has been forwarded to OLCC for review.
