Summary:
On July 15, 2008 at approximately 11:47pm, Lincoln County Sheriff's Deputies Cliff Sites and Ryan McPartlin responded to a report of a disturbance on E Collins St. in Depoe Bay.
An investigation revealed 48 year old Rockie R. Hoy of Depoe Bay, Oregon had been pounding on the walls of her neghbor's residence and yelling that she was going to kill her cat.
Deputies arrested Hoy and lodged her in the Lincoln County Jail for the charge of Disorderly Conduct II, with a $5,000 bail. Hoy was aslo lodged on a no bail parole detainer.
