Inmate McGinnis was allowed out of his cell for a routine activity when he ran to the upper tier of the jail’s maximum security unit and climbed onto the railing. Deputy Evertt immediately issued verbal commands for the inmate to stop but the inmate elected to ignore the commands and jumped feet first onto the first floor dayroom table.
