Summary:
On March 21, 2008 at approximately 6:45 PM, the Lincoln County Communications Agency (Lincom) received a possible DUII driving complaint of a vehicle in the area of Oregon Coast Bank in Newport, OR. Lincom gave a radio broadcast advising the vehicle was traveling west on Bay Blvd. Deputy Colin Teem with the Lincoln County Sheriff’s Office located the vehicle moments later traveling past the United States Coast Guard Station. The vehicle committed several traffic violations. Deputy Teem conducted a traffic stop under the north end of the Yaquina Bay Bridge and contacted the driver of the vehicle, 47 year old Ted William Arthur Smith of Newport, Oregon.
Deputy Teem spoke to Smith and detected signs of impairment and conducted a DUII investigation. Smith was subsequently taken into custody for Driving under the influence of intoxicants. A Newport Police Officer responded to the stop location and transported Smith to the Lincoln County Jail.
Smith was offered a breath test, which he refused. Smith was lodged at the Lincoln County Jail for Driving under the influence of intoxicants and Reckless endangering. Smith’s bail was set at $15,000.00.
