Summary:
On February 23, 2008 the Lincoln County Sheriff's Office was dispatched to a driving complaint in the Newport, Oregon area. Deputies were notified an adult male subject had been refused the sale of alcohol at the Newport Shell station do to his level of intoxication. The subject left the gas station driving a green colored Toyota 4Runner. The vehicle was located by the Sheriff's Office traveling west on W. Olive St. and a deputy observed the vehicle fail to stop at a stop sign. The driver, identified as Charles A. Strayer, age 26 from Portland, Oregon displayed signs of impairment.
Deputy Cummings conducted a DUII Investigation and arrested Mr. Strayer for Driving While Under the Influence of Intoxicants. Mr. Strayer was transported to the Lincoln County Jail where he provided a breath sample. Mr. Strayer's BAC was measured at .11%. Mr. Strayer was lodged at the jail on the charges of DUII, Reckless Driving and Reckless Endangering. His bail was set at $22,500. Mr. Strayer's vehicle was also impounded.
Deputy Cummings was working a DUII safety grant funded by the Department of Transportation during the Newport Wine and Seafood Festival.
