Summary:
On February 24, 2008 Deputy Cummings, from the Lincoln County Sheriff's Office, was working a DUII traffic safety grant, funded by the Department of Transportation, when he observed a Chevy Trail Blazer traveling north on SW Coast Ave. near the intersection of W. Olive St. in Newport, Oregon. Deputy Cummings noticed the vehicle failed to stop at the stop sign and turned east onto W. Olive St. Deputy Cummings conducted a traffic stop on the vehicle and made contact with the driver, identified as Raymond L. Carel, age 22, from Newport. Oregon. During his contact with Mr. Carel Deputy Cummings observed several signs of impairment. Deputy Cummings conducted a DUII Investigation and arrested Mr. Carel for Driving while Under the Influence of an Intoxicant. Several small bags of Marijuana were seized from the inside of Mr. Carel's vehicle. Mr. Carel was transproted to the Lincoln County Jail and lodge on the charges of DUII and Delivery of a Controlled Substance. His bail was set at $32,500.00
