Jail Commander Recognized by Oregon Sheriff's
On December 12, Lieutenant Jamie Russell was recognized as the Jail Commander of the Year – 2007 by the Oregon State Sheriff’s Association (OSSA) during their annual conference and awards banquet in Bend, Oregon.
Lt. Russell has served as the Lincoln County jail commander since June 2003. Lt. Russell provided oversight in many projects and programs introduced in the last several years. They include:
- Two major jail restructuring projects.
- The electronic law library program for inmates.
- Additional cameras installed in the jail and courthouse and DVR recording capability for all cameras.
- An inmate work crew program was implemented allowing inmates to assist three days per week with the cleaning of kennels and socializing of animals at our animal shelter, participate in beach and bay clean-ups and other opportunities as they occur.
- Transfer of jail health from Health & Human Services to the Sheriff’s Office.
Lt. Russell has also been very active as a jail manager on behalf of the OSSA. Examples include:
- Serving as a lead jail inspector.
- Jail manager’s representative on the Prison Rape Elimination Act (PREA) committee.
- DPSST Certification Review Committee member.
- Oregon Sheriff's Jail Command Council Secretary – 2006.
- Awards Committee member in 2006.
