Summary:
On December 29, 2006 Lincoln County Sheriff’s Deputy Colin Teem responded to an abandoned 911 call at a Depoe Bay residence. Deputy Teem arrived and observed two open doors leading into the residence. Deputy Teem located two intoxicated females inside. An investigation revealed 22 year old Kember Lynn Skaggs of Heppner, OR had assaulted her mother, causing her minor injuries. Skaggs reportedly interfered with a 911 call for police assistance as well. Skaggs was taken into custody and transported to the Lincoln County Jail where she was lodged on one count each of Domestic Assault IV, Strangulation and Interfering with making a report. Her bail was set at $22,500.00.
