Summary:
On December 17, 2006 at about 11:04 PM Lincoln County Sheriff's Deputy Eric Gulbranson observed a blue Chevrolet pick up revving the engine and driving recklessly near the Newport Armory. Deputy Gulbranson effected a traffic stop on the vehicle. Before he could approach the vehicle, the driver sped away. Deputy Gulbranson attempted to pursue the vehicle, but the vehicle went over curbs and through some parking lots. Deputy Gulbranson, assisted by Newport Police Officer Mitchell, located the vehicle high centered on a large rock and shrubs on the west side of the Apple Peddler Restaurant. The driver, later identified as David Earl Dugan, age 36 of Salem, OR, fled the vehicle on foot and charged Deputy Gulbranson who deployed his Taser.
Dugan sustained a head injury as a result of the crash and incident and was transported to the Newport Samaritan Pacific Communities Hospital where a blood sample was obtained and revealed that Dugan had a blood alcohol content of .21%.
Dugan was found to have an invalid license.
Dugan was cited and released for Felony Attempt to Elude, Misdemeanor Attempt to Elude, DUII, and Reckless Driving. Dugan's vehicle was impounded. The bail on the listed charges is $50,000.00. Dugan was not lodged at the jail due to medical treatment.
Deputy Gulbranson was assisted by the Newport Police Department, the Oregon State Police, and the Toledo Police Department.
