Obtain a Concealed Handgun License

The Sheriff's Office administers the concealed handgun-licensing program for residents of Lincoln County. Each applicant is fingerprinted, photographed, and an extensive criminal, civil, and mental health background check is conducted. To qualify for a concealed handgun license you must:


  • be at least 21 years of age
  • be a US citizen or have proof of application with intent to become a citizen
  • be a resident of Lincoln County
  • never have been convicted of a crime of domestic violence
  • never have been convicted of a felony
  • not have been convicted of a misdemeanor in the last four years
  • pay appropriate fees
  • provide written documentation which demonstrates that you have taken a handgun safety course (list of instructors in our area)
  • pass background check

Applications (PDF) are available in the Sheriff's Records Division Monday through Friday (except holidays) from 8:30 a.m. to noon and 1:00p.m. to 5:00 p.m. You may also call 541-265-4912 and request that an application be mailed to you.

After returning the completed application, you need to schedule an appointment for you to turn in your application, be photographed and fingerprinted. The fee at the time of the appointment is $65.00, and the license is valid for four (4) years. For more detailed information call 541-265-4912.

1. How do I satisfy the competency requirement?

You must successfully complete a handgun safety class taught by an NRA certified instructor (list of instructors in our area). You must bring the certificate or card issued to you to your appointment. You many contact our office at 541-265-4912 for a list of the local NRA instructors or come in to the Lincoln County Sheriff's Office located on the 2nd floor of the Lincoln County Courthouse at 225 W Olive Street, Newport, Oregon. You may not apply until you have met this requirement.

2. Where can I take a class to meet the requirements for a Concealed Handgun License?

3. If I am a veteran with a DD214, does that meet the competency requirement?

If your DD214 indicates that you are competent with a handgun, sidearm or pistol or it indicates you served in the infantry or military police it will qualify you for competency. If your DD214 doesn't show this, we are unable to accept it for competency even if you did use one of the above firearms while in the service.

4. How much does a concealed handgun license cost?

  • New license - $65.00
  • Renewal license within Lincoln County - $50.00
    (They are valid for four years from the date of issue.)
  • Address, name change or replacement within Lincoln County - $15.00
    (Expiration date is the same as the original.)
  • Renew from other Oregon County - $65.00
  • Address change from other Oregon County - $30.00

5. How long is my license valid?

Your concealed handgun license is valid for four years from date of issue. However, an arrest or involvement in criminal activity is cause for revocation.

6. How do I get an application for a concealed handgun license?

Applications are available in the Records section of the Lincoln County Sheriff's Office, at the Courthouse, 225 W. Olive Street, Newport, in Newport. You can call us at (541) 265-4912 and we will mail you an application.

7. What are the hours of operation for the Concealed Handgun Unit?

The Lincoln County Sheriff's Office, Records Department, is open Monday through Friday (except holidays) from 8:30 A.M. to Noon and 1:00 P.M. to 5:00 P.M. Concealed Handgun Licenses appointments can be arranged any time during our normal business hours, however, application appointments are only scheduled and accepted on Tuesday afternoons between 1:30 P.M. and 4:15 P.M. You must make an appointment prior to arrival. License holders wishing to get a replacement card or have their address or name changed may drop in during our business hours. It is recommended that you do call a head at 541-265-4912.

8. Do I send money with my application?

No. Please bring a personal check or money order made out to Lincoln County Sheriff's Office, or exact cash to your appointment. If you are applying for a new permit, you must have one check, money order or cash in the amount of $50.00 and a "separate" check or money order (no cash) for $15.00 made out to the Oregon State Police (for your fingerprints). These fees cannot be combined in to one check.

9. When should I arrive?

Arrive at least 5 minutes before your scheduled appointment time. If you are late you will need to reschedule or wait until our next available time slot.

10. My handgun license is going to expire within the next few months, will I get a reminder letter?

We currently do not send out reminder letters. It is your responsibility to make sure your license is current and valid when you carry.

11. If I change my address do I need to contact anyone?

Yes. Please call us with your information (541)-265-4912. You are required to have a new photo taken with your new address on it. The change of address fee is $15.00. If you move to another Oregon County, please contact that county sheriff's office and they will assist you with the address change.

12. Where is your office located?

The Lincoln County Sheriff's Office is located at the Lincoln County Courthouse, 225 W. Olive Street Rm #203, Newport, Oregon 97365.

Do not bring guns, mace, knives or any type of weapon to the Lincoln County Courthouse.

13. How do I transfer my concealed handgun license from another county into Lincoln County?

You will need to come to our office between the hours of 8:30 A.M. to Noon and 1:00 P.M. to 5:00 P.M. Monday through Friday (except holidays) or call this office at (541) 265-4912 to schedule an appointment or to request an application for transfer of your license.

You must change your address with the Department of Motor Vehicles before your appointment.

During your appointment, we will check your concealed handgun license and Oregon driver's license and take your picture. Plan on spending approximately 10 minutes to be processed.

14. Even with a concealed handgun license, where can I not carry a firearm?

Oregon Law states: Possession of a Concealed Handgun License does not authorize you to carry a firearm on any of the following properties: Any Federal facility. (i.e., Federal Court House, Post Office, Social Security Office, in airports, and on airplanes). This does not prohibit the carrying of firearms on federal lands, other than designated wilderness areas, incident to hunting or other lawful purposes. National Forests marked or posted by signs prohibiting all firearms. You may not carry a firearm concealed while upon an Indian Reservation/Indian property without the written permission of the tribal judge. This may also apply to certain casinos that are on the Indian lands. In a courtroom, jury room, judge's chambers or the areas adjacent thereto that the presiding judge determines should be free of firearms to ensure the safety of the litigants, court personnel, witnesses and others. Additionally, many private businesses have conditions regarding the possession of firearms on their premises. If you violate these conditions you could, under certain circumstances, be subject to arrest under Oregon trespass laws, in which case your concealed handgun license would be seized and/or revoked.

15. How will I find out if my application was denied or my concealed handgun license was revoked?

You will receive a certified letter from the Sheriff stating the reasons that your license request was denied or revoked.

16. What will disqualify me from obtaining a concealed handgun license?

Oregon law prohibits the issuance of a concealed handgun license to anyone convicted of a felony or convicted of a misdemeanor within the last four years. Anyone that is the respondent of a current restraining order or stalking order. Federal law prohibits anyone who has ever been convicted of a domestic violence related crime, misdemeanor or felony, from possessing a firearm. If you nonetheless feel you are eligible for a license, return to this office appropriate documentation, dates and explanation of circumstances including court orders surrounding your circumstances for further consideration. Include this information with your application. Furthermore, you are not eligible for a concealed handgun license if you are not a U.S. citizen, unless you are a legal resident alien who can document continuous residency in the country for at least six months and have applied for citizenship.

Out of state concealed handgun permits are not valid in Oregon by statute as Oregon is not a reciprocal state. You must have an Oregon Concealed Handgun License in order to carry concealed in Oregon.
